US-95 Vision and Draft Purpose & Need
Vision
To determine purposeful investments in the transportation network to improve safety and mobility and serve the communities and regional economic needs.
Purpose
The purpose of the transportation improvements on US-95 between Snow Road and the Latah/Benewah county line is to enhance quality of life through transportation by:

Reducing congestion through improved travel time reliability

Continuing to enhance a regional north-south connection between Lewiston and Coeur d'Alene as an important element of local and regional commerce

Accommodating walking and biking where appropriate on the U.S. highway system

Promoting safety by addressing geometric and operational deficiencies
Need
The need for transportation improvements on US-95 between Snow Road and the Latah/Benewah county line is:

Current and future (2050) congestion
-
Inefficient movement of freight and through traffic on the one-way couplet due to the 25-mph design speed, on-street parking, and sharp turning radii at the intersections of SH-8 and US-95

Inadequate or lack of accommodation for travelers walking and biking to school, work, and shops
-
Geometric and operational deficiencies on the US-95 corridor, including deficiencies associated with horizontal and vertical curves, substandard grades, narrow shoulders, and passing opportunities

SH-8 Vision and Draft Purpose & Need
Vision
The vision of the SH-8 Washington State Line to Troy Study is to evaluate potential transportation solutions for meeting current and future mobility needs along SH-8 in the City of Moscow and Latah County and identify corridor project priorities that improve safety, mobility, and roadway configuration through a collaborative and inclusive process.
Purpose
The purpose of the project is to improve safety, reduce traffic congestion and enhance multimodal mobility, where appropriate, on SH-8 between the state line and Troy for 2050.
Need
Transportation improvements are needed along SH-8 as identified by data and analysis results from the Existing and 2050 No Build Conditions Report (January 2024), Moscow Multi-Modal Transportation Plan (July 2014), Idaho Strategic Highway Safety Plan 2021-2025, 2021 Idaho Highway Safety Improvement Program, and input from the public and local stakeholders. Primary transportation needs are summarized below:

Unacceptable traffic congestion and delay along the SH-8 study corridor based on future travel demand

Safety issues for vehicular, bicycle, and pedestrian travel along the SH-8 study corridor

Enhanced bicycle and pedestrian mobility along and across the SH-8 study corridor
