US-95 Traffic Operations: No Build 2050
Most intersections on US-95 in Moscow currently operate at an acceptable level of service (LOS). LOS is graded from A to F. Worsening LOS represents increased delays and wait times. We anticipate some specific intersections and single-lane movements will progress to an unacceptable LOS by 2050, our study design year.
Non-Signalized Intersections
US-95 traffic flow would remain stable, but movements from side streets onto or across US-95 would experience significant delays at:

Traffic Queuing
The most frequent vehicle movements on US-95 are near capacity and will continue to worsen without improvements:

Northbound US-95 to westbound Third Street.

Westbound from Jackson Street (US-95) onto SH-8. Queuing on Jackson Street will cause delays on College Street.

SH-8 Traffic Operations
Most intersections on the SH-8 corridor between the Washington/Idaho border and Troy operate at an acceptable LOS. By 2050, about a third of the study intersections will deteriorate to an unacceptable LOS.
Capacity at Signalized Intersections
SH-8 traffic demand is anticipated to exceed intersection capacity, leading to significant delays for various turning movements at:
