Providing Economic Opportunities Through Transportation

Supporting safety, mobility, and economic opportunity in the downtown Moscow community is an important part of this study. This includes the ability to walk, bike, drive, and park downtown to work and support local businesses.

The study team is considering New Corridor Concepts that address regional mobility and remove through trip congestion from downtown Moscow. This allows better access for local users of the facilities and economic opportunities for businesses and employers.

Community Planning and Implementation

Level 2 Planning Considerations

As part of the Level 2 Screening and data collection, multiple planning documents were considered, including:

  • City of Moscow & The University of Idaho ‘A’ Street Master Plan and Preliminary Design

  • Moscow Comprehensive Plan

  • Moscow Multimodal Transportation Plan

  • Pullman-Whitman County Freight Alternatives Study

  • University of Idaho Long-Range Campus Development Plan

Additionally, broader community growth and development were considered to ensure proposed concepts align with local plans and anticipated future needs.

Implementation

The study team considered the potential for each concept to:

  • Connect with future projects

  • Provide ease of implementation, 
    including permitting, construction 
    complexity, and duration

  • Proceed with phased implementation

Environmental Considerations

In Level 1, the initial screening identified considerable environmental issues and determined further
detailed analysis was necessary.


In Level 2, quantitative data was collected and analyzed for each concept.


In Level 3, the study team will continue to refine the concepts to avoid and minimize
impacts on natural and built environmental resources. This includes:

  • Agricultural

  • Business

  • Freshwater emergent
    wetlands

  • Flood zones

  • Farmland

  • Hazmat

  • Natural streams

  • Noise

  • Palouse Prairie Remnants

  • Protected land (Land and Water Conservation Fund)

  • Recreational sites, parks, and trails

  • Residential

Community Outreach

Programmed Projects

Some long-term projects identified in the US-95 Palouse Region Study may require additional environmental review under NEPA before moving forward. However, certain near-term projects can advance to programming sooner.
 

As a result of community outreach for this study and the SH-8 Traffic Study, several projects have already been programmed by ITD:

  • New traffic signal at Mountain View Drive and SH-8

  • Little Bear Creek Bridge in Troy

  • In partnership with the City of Moscow, a new crosswalk near Gritman Medical Center and sidewalks at the US-95 and SH-8 intersection

  • Additional project details are available on the District 2 project display
